The presentation of the CIEP Paper ‘From South Stream to Turk Stream: Prospects for Rerouting Options and Flows of Russian Gas to Parts of Europe and Turkey’ offers an opportunity to discuss the question of current and prospective Russian gas supplies to Europe – in a context of stagnant European gas demand, falling domestic production and relatively cheap LNG.

Amid mounting political tensions, Russia and Turkey still need to ink a firm deal for the construction of Turk Stream, an ambitious gas pipeline project announced in December 2014 as an alternative to South Stream. Together with Nord Stream-2, this is one the most important projects officially on the table for future supplies of gas to Europe. Scepticism about the feasibility of Turk Stream has mounted since mid-2015, and has been aggravated by Turkey’s downing of a Russian jet on 24 November 2015. What is the strategic and commercial rationale behind this project? If it is built, what impact would it have on flows of Russian gas to Europe and Turkey, on prospects for gas transit through Ukraine, and security of supply? What is its significance for the various players involved? Tackling these questions contributes to the discussion on whether there may still be a strong resolve to go ahead and build Turk Stream in spite of stranded Turkey-Russia and EU-Russia relations, and to determine what actors would benefit or suffer from its construction. These questions will be discussed in the broader context of European gas supply-demand dynamics.
