Lecture “Technical Standards for Arctic regions - The Barents2020 Norwegian-Russian Project for Harmonisation of HSE Standards”.

The Barents2020 project started in 2007. Managed by DNV, the project sought cooperation with Russian government agencies to harmonize and agree HSE standards for use in the Barents Sea in view of its new challenges. The project concluded in December 2011. The premise of the project was that eight different panels should review technical standards which could be used in all Arctic regions (regulations and laws are national, and outside the remit of the project). In Phase 4 the project formally became international; already there was strong international participation of specialists from Phase 3. These included French, American, and Dutch specialists –to mention a few countries. The Steering Committee consisted of a number of industry sponsors joined by Rosstandard of Russia and Standard Norge of Norway - the ISO representatives of the two countries. In Phase 4 of the project the Steering Committee agreed to bring forward from Phase 3 those issues and topics in greatest need of completion, revision and detailed guidance. Approximately 100 specialists from 40 organizations and companies participated. The lecture will describe how the technology, trust, understanding and safety has been moved up the ladder. The 5-year project provided a significant contribution to building understanding and cooperation across borders, cultures, languages and disciplines.
