Inspection and licensing of companies that deal with dangerous (i.e. explosive or poisonous) substances in this country was until recently under the responsibility of some 400 municipalities.
This has shifted to the 12 provinces, which in turn farmed the responsibilities out to 6 specialized environmental services, one of them being DCMR. It is the intention that by 2019 there will be one uniform high-quality inspectorate that can issue licenses in a way that is transparent, clear and unambiguous.
The environmental services involved have developed an app and a Z-card to provide insight in the way to go to a uniform inspection. The app also provides answers to questions about the organization of inspection, who has specific responsibilities and specific things for certain regions.
