Wagemaker's role in Twente route construction
Description
Wagemaker's role in the construction of the new Twente Road.
People have been talking about it since the 1980s, and next year the time will finally come: the new N18 between Varsseveld and Enschede will be put into operation. Instead of a busy, unsafe road straight through village centres like Eibergen and Haaksbergen, Twente will then have a fully-fledged provincial road. This will greatly improve the region's accessibility, road safety and liveability.
The project is divided into two lots. One parcel comprises a DBFM contract and involves the stretch between Groenlo and Enschede. The other part runs from Varsseveld to Lichtenvoorde and will be carried out under a D&C contract.
Advies- en ingenieursbureau Wagemaker has played an important role in this project from the beginning. In the contract preparation phase, customer requirements were collected, analysed and converted into requirements in the output specification, management specification and implementation agreements. Given the complex environment with many stakeholders (municipalities, provinces, water boards), this was a challenging process in which choices had to be made.
After the contract was tendered, Wagemaker was also brought on board by the Directorate-General for Public Works and Water Management to design and execute the contract management of both the DBFM and the D&C contract. We do this according to SCB: System-oriented Contract Management. This means that we remain at a distance and carry out risk-driven tests to check whether the contractor has a functioning quality management system, whether it performs its processes in a controlled and safe manner, and ultimately whether it meets the requirements set by the Directorate-General for Public Works and Water Management.
