Systems engineering at the Botlek Bridge
Description
At the site of the Oude Maas between Botlek and Pernis, a new bridge was constructed in the A15 motorway for the Port of Rotterdam Authority by the A-lanes A15 consortium (consisting of Strabag, Strukton and Ballast Nedam) on behalf of the Directorate-General for Public Works and Water Management. This bridge was part of the overall MaVa project, the widening of the A15 between Maasvlakte and Vaanplein. The MaVa project was a DBFM contract in which the Contractor, in this case A-lanes A15, was responsible for the design, construction, financing and maintenance of the widening of the A15 and thus also the bridge. By means of abstract requirements, only the functions and performance that the bridge had to provide according to the Directorate-General for Public Works and Water Management were laid down. It was up to A-lanes A15 free to make a design of the bridge within these requirements.
The new Botlek Bridge provides space for motorway traffic over the A15, local slow traffic and there is a space reservation for the Port railway between the Botlek and Pernis yards. The railway was not realised directly together with the construction of the bridge, as it was not in the scope of work. ProRail decided in the contract formation of the MaVa project to independently design and then contract the railway.
Currently, the new Botlek Bridge has been realised and delivered by A-lanes A15 but the railway is yet to be realised. The Port railway currently still passes over the old Botlek Bridge, but the nautical bottleneck that the old bridge still forms must be removed by 2018. This means that before 2018, the Port railway should be realised over the new bridge. A-lanes A15 has now been asked to also realise the track designed by ProRail. Using Systems Engineering, it is now being determined to what extent these 2 puzzle pieces (A-lanes A15's bridge and ProRail's track) fit together and to what extent they do not. By applying Systems Engineering, this issue is addressed integrally and structure is introduced into the complexity
