Description
The area around Utrecht Central Station where the Knoopkazerne is located is part of the Utrecht master plan for the renewal of the city centre (CU 2030). Within this framework, the Directorate-General for Government Organisation (DGOO) and the Tax and Customs Administration have asked Rijksvastgoedbedrijf to develop the current Knoopkazerne on Croeselaan into government offices.
On 2 June 2015, Rijksvastgoedbedrijf selected the consortium R Creators as the winner in the tender. This consortium has as shareholders Strukton Integrale Projecten (80%) and Facilicom PPS Contracts (20%). The executing parties of R Creators are Strukton Worksphere, Ballast Nedam and Facilicom Bedrijfsdiensten. The design offered by the R Creators consortium was created by architects Cepezed (building), Fokkema and Partners (interior) and Rijnboutt (urban planning incorporation).
In January 2016, R Creators started the redevelopment, including the removal of asbestos and partial demolition and stripping of the former barracks. Further work took place: the construction of a meeting centre for 1,000 visitors, the transformation of the shell into government offices, connecting the meeting centre with the transformed Knoop Barracks by means of an atrium, among other things, and the redevelopment of the outdoor space including the Knoop Square and a temporary pavilion with catering destination.
