The Dutch government is increasingly procuring housing on the basis of DBFMO, where design, construction, financing, management and maintenance are outsourced in one contract. Examples include the Ministry of Finance, IBG in Groningen and the Kromhout Barracks in Utrecht. DBFMO-based projects give faster, better and more sustainable housing solutions. Clients pay for housing for 20-25 years based on availability and quality of service. If it does not meet the agreed performance requirements, the contractor is cut. The contract value often exceeds 100 million.
