Description
The New Afsluitdijk is a collaboration between the provinces of North Holland and Friesland and the municipalities of Hollands Kroon, Súdwest-Fryslân and Harlingen. An example of sustainable innovation in the field of Energy & Water, Nature & Water.
In conjunction with the National Structural Vision, the Region has made a number of ambitions central to the large-scale reinforcement of the Afsluitdijk. These focus on making the Afsluitdijk more sustainable (including ecology, energy. delta technology and (eco-)tourism.
General starting points for the approach are:
- Sustainability as the basis for all measures.
- Achieving a good balance between ecology and economy.
- The IJsselmeer's function as a freshwater reserve is not threatened.
- Ambitions contribute to the (economic) development of the Northern Netherlands.
"Building with Nature" occupies a special position.
Target for the Afsluitdijk is a seawall with minimal ecological barriers. (e.g. recovery measures: fish-friendly sluicing, physical fish passages, robust fish passages with gradual transition from salt to fresh water and so on.
There are options for sustainable energy such as: blue energy (REDstack), current energy (Tocardo) scenario with and without ESA (Extra Spuicapaciteit Afsluitdijk), solar energy, wind turbines.
Friesland has a duty to provide 360 MW of additional wind energy. How this is to be realised seems to divide opinion. It was explained earlier, for instance, that windmills near the Afsluitdijk do not fit within the administrative agreements, and that there are major planning and ecological objections to such a plan. On 17 December 2014, Provincial Council of Friesland did not approve the construction of a large wind farm in the IJsselmeer, the Windpark Fryslân. First, it should be properly investigated whether a long row of wind turbines on and along the Afsluitdijk is feasible. Only if that is not the case will the wind farm come back into the picture. With the support of both the Súdwest Fryslân municipality and the Frisian Provincial Council, a clear and shared preference has emerged that the minister cannot ignore. This is a powerful signal in which Frisian society favours a line-up along the Afsluitdijk.
The region has taken the initiative for a variant for increasing the passage capacity at Kornwerderzand. If a canal with a turning lock in the IJsselmeer is built next to the existing lock, combining the two turning locks could turn the large outer harbour that is now in front of the existing lock into a lock.
The area in the Kornwerderzand-Zurich-Makkum triangle should be developed as a unique Waddenpark in which the elements of water, wind, fresh and salt are central. In this 'Waddenpark Fryslân', visitors will experience space, freedom, nature and action at their best. To give the Frisian hinterland a boost, the municipality of Súdwest-Fryslân has drawn up a (tourist-recreational) vision for the triangle Kornwerderzand-Zurich-Makkum
