Capacity management at ProRail
Description
ProRail provides train paths and transfer facilities. Despite an ambitious approach, it should be noted that it is not easy to satisfy everyone.
The prognoses for rail passenger transport of the Nota Mobiliteit require upward adjustment after only a few years, from 17 to 19 or more billion passenger kilometres. Freight transport is growing even more sharply, doubling its tonnage in 2020 compared to today.
In the past, people were quick to think of more infrastructure to facilitate such developments. This is expensive and often (politically) complicated. The rail sector is seeking new approaches to meet the increasing demand for train paths. Measures in planning and operations are much more cost-effective.
THE COMPANY's capacity management unit (CM) is the point of contact for transport operators on behalf of ProRail. It makes arrangements in the form of access agreements and distributes capacity requests from the transport operators. CM also liaises with the Ministry of Transport, Public Works and Water Management and regional authorities on railway network expansion and transport concession tenders, obviously in cooperation with other ProRail business units. For example, the Rail Development unit contributes in the preparatory phases regarding rail network expansion and Traffic Control provides the agreed train paths on a daily basis.
Despite all the efforts to make better use of the current track, ProRail cannot avoid new construction activities, which are carried out by Infra - projects.
The Hanze Line is the most recent example of a major expansion of the railway network. But station and transfer areas are also being adapted or renovated to cope with ever-growing passenger numbers. Thus, a number of major station projects including Amsterdam Centraal, Arnhem, Breda, Delft, The Hague Centraal, Rotterdam Centraal and Utrecht Centraal have started. In this presentation, the focus is mainly on the new approach in capacity management. Perhaps a follow-up lecture on these major station and transfer projects will be organised in 2009.
