Promoting support among governments, civil society organisations and citizens is of increasing importance in the preparation and implementation of projects. Using concrete examples from Rotterdam practice, Hans van Zijst will explain why Strategic Environmental Management has become the norm for interaction between initiator and society. The primacy of politics, the empowered citizen, building trust in polarised circumstances and resolving conflicts based on interests will be reviewed.
