Description
How robust will our rivers soon be?
Over the next few decades, the river region will see many changes. Not only do we have to take increased discharge of the Rhine and Meuse into account, new knowledge shows that the current river dykes are less robust than thought and may fail even at less extreme river water levels due to piping. The areas will also get a better level of flood protection.
What are the consequences for the river area, what approach is appropriate now that the Room for the River programme is nearing completion? This is the subject of the second debate that KIVI is organising in collaboration with the Delta Commissioner in the run-up to the new Delta Programme to be presented on Prinsjesdag (the state opening of parliament).
In the river area, various options are possible, whether or not in combination with each other: dyke reinforcement, new space for the river, temporary storage (retention) upstream.
The central question in the debate is how to choose between these options. Which criteria are decisive? If a dike has to be reinforced because of the risk of piping or because of a stricter standard, isn't it just as useful to make the dike suitable for higher river discharge as well? If upstream measures are possible, such as retention, does this prevent measures further along the river? How can measures emphasise the specific quality of the river area, such as the buildings along the dykes? Can more room for the river be combined with an improved living environment? What perspective does innovative dyke reinforcement offer?
These questions will be concretised in the debate around the Waal near Neerijnen, where there are plans for a spatial impulse and an additional river channel.
