Description
Systems Engineering has been used for years in industries where the development time and reliability of complex systems is very important, such as the aerospace, defence and aviation industries. Within the infrastructure sector, the call for Systems Engineering was also growing louder, and ProRail and Rijkswaterstaat, in collaboration with Bouwend Nederland and ONRI, drew up a guideline for Systems Engineering.
Meanwhile, we are several years down the line and things are not always running smoothly. Clients have problems making their expectations clear, contractors have trouble demonstrating that they meet requirements and changes in projects are far from always recorded, communicated and implemented in a structured way. It is then often shouted that SE only produces extra paper and does not solve problems, while in these projects it is often the failure to apply SE properly or to work according to SE that is the problem.
Design & construct (D&C) contracts also have their impact here. Because projects are tendered at a much earlier stage in the design phase, clients are forced to think in a different way. They have to make their wishes and requirements completely explicit at an early stage in the design process, whereas previously they could direct the engineering firm until the specifications. Engineering firms themselves are working more for contractors, requiring a different mindset. Contractors themselves are assigned more risks and have to adapt their organisation to the new situation.
In this mini-symposium, we will discuss a number of projects where we have encountered these problems and tell how we have dealt with them
