1.Opening and welcome

The president, Eelco Schrik opened the meeting at 19:30 and welcomed everyone to this first membership meeting of the CE section. In particular, he welcomed KIVI President Joanne Meijboom-Fernhout and Jan Wind, member of the KIVI Main Board with the Chartered Engineering portfolio. Due to the KIVI Main Board meeting at 19:45, they will have to leave the meeting.

2.Installation of department

The president congratulated the Chartered Engineering Department on its first membership meeting. She recalled the December 2019 membership meeting that decided to establish a Chartered Engineering Department. Eelco Schrik and Antoinette Vietsch were the quartermasters and on 30 June 2020, the Main Board appointed a provisional board consisting of the quartermasters, Ahmed Elkadi, Nico van Haastrecht and Rinze Geertsma. She stressed the importance the Main Board attaches to the structural vision of KIVI Chartered Engineering and installed the department. She is pleased with the large turnout and wishes the department every success.

3.Announcements

Mission

The mission statement, which the CE Section also has on KIVI's website, is as follows:

"The Department of Chartered Engineering connects engineers who are CEng. and IEng. and engineers involved and interested in the OPD tool and Chartered Engineering. To this end, Chartered Engineering provides a platform where engineers gain knowledge, exchange experiences and network."

The members adopt this mission statement.

Board

The chairman summarises. Antoinette Vietsch and Eelco Schrik were the quartermasters of the new CE department. They put out a call for candidate board members for the CE department. A digital consultation was held with those who responded on 20 April 2020. Eelco Schrik then held an interview with each who responded. Five interested parties then remained and met on 25 June 2020. The meeting resulted in the following division of tasks:
- chairman: Eelco Schrik,
- secretary: Nico van Haastrecht,
- secretary abroad: Antoinette Vietsch,
- treasurer: Rinze Geertsma,
- general board member: Ahmed Elkadi.
The main board appointed these engineers as the provisional board of the CE section on 30 June 2020. The board is to be elected at this first members' meeting.

Help desk at office

Andries Ritsema is manning the helpdesk at the bureau. If one has practical questions about Chartered Engineering, he can be contacted. He will answer the question or refer to the person who can provide the answer. Questions can range from malfunction of the website, how do I fill things in the OPD tool, to can I get help or a mentor. His phone number is 070-3 919 881 and his email is Chartered@kivi.nl.

Number of members

The CE section has 267 members.

The number of Chartered Engineers is about 100 (see https://chartere dengineer.nl/theregister/).

There are about 130 prospective Chartered Engineers.

Assessors and mentors

Assessors and mentors are members of the Chartered Engineering Department. All (candidate) Chartered Engineers can ask for a mentor. The course held in the past for training of assessors and mentors will be repeated. This will be discussed further in the relevant breakout.

Membership of IPEA and Enginet

Based on KIVI's membership of the International Engineering Alliance (IEA), the titles IEng. and CEng. are internationally recognised. Because our courses, universities and HBOs are not accredited according to certain criteria, KIVI is a provisional member and not an authorised member. This is the subject of consultation with the study programmes in the Netherlands.

Together with the engineering associations in Italy, Spain, Portugal, France and the UK, we are discussing joint criteria for CEng. and IEng. and mutual recognition in EngiNet.

Reporting complaints

For Chartered Engineering, there was a complaints procedure with a committee of 3 people. Reportedly, there has only been one complaint which concerned a member of the complaints procedure. So there is a need to consider how we can make a good complaints procedure that distinguishes between the different types of complaints. The board would welcome good ideas for this procedure.

4. Household matters

Appointment board

Chairman
Eelco Schrik makes himself available. There is no opposing candidate. Eelco Schrik was unanimously elected chairman.

Other members
Nico van Haastrecht, Antoinette Vietsch, Rinze Geertsma and Ahmed Elkadi made themselves available. No other candidates for the board presented themselves. The proposed candidates were elected unanimously.

Member council delegate
The board proposes Eelco Schrik as a candidate for member council. The meeting agrees.

Annual report/plan 2020 and 2021

The secretary explained the plan. It is noted that the plan may change due to Corona and as a result of break-outs. The meeting agrees to this plan.

Financial documents

Finance department CE 2020

The department had no budget and no expenses in 2020.

Budget 2021

The budget is based on the Annual Plan. Given the financial situation of KIVI, thrift is being used. The budget is approved and will be forwarded to the Main Board.

Audit committee for 2021

Johan Bolhuis, Gijs Breedveld, Dineke Oudijk and Geert Folkertsma volunteered to join the audit committee. The audit committee has three members. As there is no budget yet in 2020 and so the treasury committee will only deal with the year 2021, it was decided that in due course it should be seen which 3 members are available to review the documents. The meeting agreed to this course of action.

5.Discussion in groups (break-outs)

Members split into 5 different groups. After a round of introductions within the group, those present discuss with each other for half an hour and appoint a rapporteur.

The future of Chartered Engineering and its role in the future

The discussion is summarised in the following diagram.

PR

There was a relatively long discussion on the added value of CE for participants. They have to cross quite a threshold and what good lies beyond the threshold. Two CEngs in the session felt the added value was still too low. It should be promoted more within the industry; in construction it is seen as added value more often. Now the focus is very much on international value and the added value is less nationally. Antoinette explained that this is partly because the government wants free market forces and not ring-fenced markets. A report was presented in the KIVI Members' Council on this.

Other added values could be:

- networking at interface disciplines,

- clients giving Ceng better opportunities/higher pay,

- pedestal, CE is cool and also radiates this to newly graduated students.

Internally KIVI can still grow the CE department considerably. There is a lot of interest in CE, and CE is also well known. Less known is that there is a CE department that you can be a member of. Examples are:

- kIVI newsletter repetition,
- newsletters KIVI departments (these are often better read),
- highlight new CEng with press release,
- article in The Engineer.

Internally, CE also needs to regain a positive image. Some members still have the image that it has been an expensive development with limited output. Many others, by the way, did not get that discussion at all, so we should above all stop referring to it and move forward positively!

Future activities/meetings CE department

It was fed back that lessons learned need to be learned. The drive at CE must be developed and the added values for the CE must be made clear.

Points for improvement CE process

Discussed are the OPD tool, peer reviews and coaching.

It was noted that some portfolios are inadequate. These should be looked at critically in the future.

It was also noted that the guidelines for CPD should be updated

Assessor/mentor training

It was decided to hold a meeting for mentors and a meeting for assessors. The discussion will continue in the group and the group will organise the training next year.

It was suggested to prepare an argument card on why CE is a good idea.
