The context ERTMS, more than just technology, control, organisation and society.
The current rail safety system is being replaced. While the current system is already very safe, the safety level can be even higher and cross-border traffic becomes easier. In addition, it may be possible to obtain higher line utilisation (capacity) with this system. To make this possible, the so-called ERTMS system is being introduced. The European Rail Traffic Management System (ERTMS) is the European standard for train safety and will replace the current train control systems and railway signals.
The Dutch railway is one of the busiest tracks in the world. It is therefore important to be well prepared. First, a so-called dual-signalling pilot was done alongside the current ATB system with ERTMS on the Amsterdam-Utrecht line, looking at work processes, train technology and capacity, ease of use, workload and safety. The pilot started in 2013 and was completed in 2015. From 2014, the plan implementation phase started, preparing the roll-out of ERTMS. From 2016, the tender and rollout in the Netherlands of ERTMS level 2 only will start.
The pilot was commissioned by the Ministry of Infrastructure and the Environment. In the pilot, ProRail, NS, maintenance & service companies and freight operators worked together. The freight operators ran their trains on the Amsterdam-Utrecht section under ERTMS during the pilot. NS participated with Sprinter Light Trains and the ICE fleet. The findings from the pilot will be shared with the Dutch rail sector and used in the ERTMS programme.
With the Preferred Decision in 2014, the Dutch government decided to equip the Dutch railway network with the ERTMS system on international lines and on large sections of track on the busiest routes.

Listen and engage in dialogue with the speakers. You might already be asking yourself several questions. ERTMS involves substantial finances. How does this translate into control. It is also a technical tour de force because we are hooking into the existing track, a so-called Brownfield project. Importantly, one supplier's train equipment has to interact with another supplier's track equipment and the various associated and adjacent (software) systems. How can you manage this properly? How do you balance the interests of the various stakeholders, engineering, suppliers, politics, passengers and many others.
Both speakers will each tell their story from their own perspectives and experiences.

Eelco Schrik's lecture will primarily focus on his experiences with ERTMS in Denmark. Whereas Wim Fabries' lecture will of course cover the Netherlands and the phenomenon of control.
