The Politics and DV Engineering working group analyses current political developments in the defence sector. It provides independent facts and interpretation from the technological knowledge and experience of engineers.

The working group has the following questions and comments on the DMP-D for the construction of the Combat Support Ship Zr.Ms. Den Helder, published by the State Secretary of Defence on 19 December 2019. The comments have been prepared based on publicly available information and defence technology knowledge and experience.

The Combat Support Ship (CSS) will be tendered "sole source" under application of TFEU Art 346. As far as the working group can ascertain, Dutch knowledge and skills as referred to in the Defence Industry Strategy are thus effectively deployed. This is very important to make this complex and unique ship a success with little risk.

The working group does still have some questions. These include why the self-defence systems were omitted, who bears system responsibility, how durable and cyber-secure the ship will be.
