Offshore wind turbines are connected to the electricity grid via a 'socket-on-sea'. To this end, the grid operator (in this case Tennet) will lay the grid before the wind turbines are built.

A similar type of approach Rijkswaterstaat wants to apply to enable the growth of fast-charging infrastructure at motorway service stations at the lowest possible social cost.
