Protecting our country now and in the future from high water and keeping the freshwater supply in order. That is the aim of the Delta Act that was unanimously adopted by the House of Representatives on 28 June 2011. The Delta Act forms the legal basis for the Delta Fund with which the freshwater supply and flood protection of the future can be financed. The Act also marks the role of the Delta Commissioner. This will ensure that a Delta Programme is drawn up every year and that progress is reported.

Over the past century, sea levels have risen, soils have fallen and it has become warmer. This continues, KNMI figures show. Heavier weather conditions, such as more rain and periods of drought, are things to take into account. The Delta Programme is there to get current safety in order and to ensure that our country is prepared for the future. And to take the right measures for a safe and attractive Netherlands with sufficient freshwater. In the Delta Programme, the national government, provinces, municipalities and water boards work together with social organisations, the business community and knowledge institutes. This takes place under the direction of the Delta Commissioner. The State Secretary of Infrastructure and the Environment is the coordinating member of government for the Delta Programme.
Alongside ongoing programmes such as Room for the River, Meuse Works, Weak Links on the Coast and Flood Protection Programme, the Delta Programme focuses on five Delta Decisions. These will be submitted to the cabinet by 2015. These decisions concern the standards of our most important dikes and other water defences and the strategies for our water safety, the availability and distribution of freshwater, the level of the IJsselmeer, how the Rhine estuary and Drechtsteden area can remain safe without losing economic value and how water can be taken into account when building neighbourhoods and districts.
The Delta Fund is intended for expenditure in the field of water safety and freshwater supply. The Delta Act provides that until 2020, funds from the Infrastructure Fund that were already earmarked for this purpose will be transferred to the Delta Fund. The cabinet has agreed in the Supplementary Policy Agreement that from 2020 at least 1 billion euros will be made available annually for the Delta Fund
