Dutch water sector in Indonesia

For centuries, Dutch water engineers have been active in Indonesia. Even after 1948, we play an important role in Indonesia in the field of water management. Many plans are made and solutions provided for flood protection, drinking water supply, irrigation, etc. However, where urgent action seems to be needed from a Dutch perspective, there often seems to be little priority given by the Indonesian government to solving water problems.
During this meeting, two recent Dutch initiatives will be used to examine which aspects play a role in actually realising solutions in Indonesia.
In Semarang, a pilot project is being carried out in which an entire neighbourhood is being protected from encroaching water. To this end, a real polder is being set up in inhabited urban areas. Not only was a design drawn up for the polder and required engineering structures, but a water board was also set up for management and maintenance. Especially with the latter, administrative aspects play an important role. Right at the start of the project, it became clear that the Dutch approach could not simply be applied in Indonesia. Johan Helmer of Hoogheemraadschap Schieland en de Krimpenerwaard is heavily involved in this pilot project and will discuss the project and his experiences with the Indonesian administrative culture.
In April, the Master Plan for National Capital Integrated Coastal Development (NCICD) for Jakarta was presented by Minister Melanie Schultz. Its aim is to protect Jakarta with a closure dam. This is to be paid for by selling real estate on and along this mega-dike. The Indonesian government is very enthusiastic, but what are the chances of this actually being implemented? JanJaap Brinkman will address this in the second part. He has lived in Jakarta for many years and has been heavily involved in the Master Plan for National Capital Integrated Coastal Development (NCICD) from the beginning.
After the presentations on the experiences in Semarang and Jakarta, there will be room for debate. The focus will be on which elements ensure that technically sound solutions are also implemented, both in Indonesia and abroad.
