Road pricing bill
Description
Which road users will benefit and who will foot the bill for the road tax variability? Does the introduction of flat/dynamic road pricing reduce congestion on the main road network and what effects on the climate can be expected?
Last November 2009, Minister Eurlings presented the road pricing bill to the House of Representatives. Instead of the existing fixed motor vehicle tax MRB, provincial surcharges and purchase tax BPM, owners of cars, trucks and buses will in future pay a price for the use of the road network per kilometre driven. According to the minister, the kilometre price, differentiated according to environmental and vehicle characteristics - and on busy stretches possibly an additional rush-hour charge - should contribute to environmental goals for climate control and air pollution, as well as reduce the level of traffic congestion. The minister expects 59% of motorists to pay less, congestion to decrease by 58% and the environment to improve by 15-20%.
During the KIVI NIRIA lecture, speakers from the Ministry of Transport, Public Works and Water Management, the VU Amsterdam and Natuur en Milieu will explain:
1. what the law entails in outline and how the minister arrived at this estimate of the effects of road pricing
2. to what extent the law complies with economic theory for the optimal use of public infrastructure and 3. whether significant improvements for the environment and climate can actually be achieved
