High-frequency rail transport
Description
€4.5 billion for a more attractive and robust rail system in the Netherlands
The government's ambition is to raise the quality of rail transport to a higher level. The long-term (2020) spearheads for the quality of passenger and freight rail transport are:
1. High-frequency rail transport on the busiest routes in the wider Randstad region;
2. Cohesive regional public transport systems of which rail transport - especially the 'Sprinter' - forms the backbone, with good utilisation and connections to bus, tram and metro;
3. Quality for travel times to parts of the country;
4. Future-proof rail freight route strategy.
The High-Frequency Rail Transport Programme (PHS) implements these spearheads. This mainly involves increasing the frequency of passenger transport (up to a train every ten minutes) and accommodating the expected growth of rail freight transport. The studies identified the corresponding train numbers. The capacity analysis then studied which investments in the rail network are needed to achieve this. With PHS, the government wants to reach sound project decisions to realise the policy ambitions before the summer of 2010. By that time, there should be insight into the rail extensions and other measures to be realised for the €4.5 billion available for PHS around a number of study areas ('The Hague - Rotterdam', 'Utrecht - 's-Hertogenbosch', 'Utrecht - Arnhem', 'Toekomstvaste Routering Spoorgoederenvervoer' and OV SAAL - Schiphol Amsterdam Almere Lelystad).
Until October 2009, the necessary studies were carried out (capacity analysis, cost estimates, transport analyses of passengers and freight). Provinces and city regions have been fully involved in these. Now begins a period of judgment which in June 2010 should result in the final decision on the measure packages for the overall programme, with a Cabinet decision before summer 2010.
The recently published interim results of 'PHS' are now reason for KIVI NIRIA's Department of Transport Engineering to organise a meeting in which representatives of the Ministry of Transport, ProRail and NS will present the main points and challenges of the High-Frequency Rail Transport Programme.

- TJEERD POSTMA - Ministry of Transport and Public Works: TU Delft 1983, worked for several years at Grondmechanica Delft, then at DHV on a wide range of traffic and transport issues. These included the HSL South, key projects, "Use and Build", the LMCA railway. He is currently project manager for the High-Frequency Rail Transport Programme and has been working as a "rail" consultant at inn0-V for the past 2 years.
- GERT VAN DEN HEUVEL - ProRail: traffic engineer, PhD on the subject of "designing public transport networks". He has worked in various positions in the rail sector since 1989, mainly on strategic planning. He is now programme manager of the High-Frequency Rail Transport Programme at ProRail.
- MARC LODEWEGEN - NS: studied Technical Business Administration at the University of Groningen in 1994 -1998 and Applied Economics at the University of Leuven from 1998-2001. Since 2002, he has been working at NS, currently as an analyst in the Business and Product Development Department.
The speakers will be introduced by Didier van de Velde (TU Delft / inno-V), board member of KIVI's Department of Traffic and Transport Engineering.
