The city office is the central point where residents and entrepreneurs in Utrecht can go for almost all municipal services and products. The building is a central meeting place where customers of Utrecht municipality are helped even faster and more efficiently. The building - in the shape of a U - sits on the Jaarbeursplein right next to Utrecht Central Station and has space for 3,000 employees. It is 92 metres high and has 21 floors.

The new Utrecht Municipal Office stands on a promising but highly complex site: partly next to and partly on top of the new station hall. Making both station hall and city office accessible from the plateau above the tracks is one of the challenges. The complexity of this design task is exacerbated by the planned transport node of bus and express tram connections at ground level, and procedurally by the large number of participating parties with corresponding - opposing - interests.
The lower floors of the municipal offices are intended for public functions. Levels six to 11 are rectangular and connect the two office towers. The stability links are readable in the façade. The southern tower rests on only a few supports. Its large size calls for an 'urban ecology', with each type of floor plan seeking daylight and transparency.
The interior of Stadskantoor Utrecht has been designed for a modern office concept with flexible, person-independent workplaces. Three floors (levels 6, 11 and 21) are set up as plazas for meetings, eating and meeting. These levels have a greater ceiling height
