KIVI's membership council is the association's 'parliament'. This important body controls the main board and decides on the association's policy and budget. The Members' Council also appoints the members of the Central Board.

Twice a year, the Members' Council organises a discussion meeting on important association policies. This is a so-called 'informal members' council', in which the main board does not participate.

New plans, implementation of current plans, the functioning of boards and departments and many other topics can be raised. The result goes as a recommendation to the Central Board and all members of the Members' Council.

Members' Council meetings are also open to KIVI members who are not members of the Members' Council. However, in case of lack of space, member council members take precedence.
