At the New Year's meeting, people even asked specifically about this: whether we could also organise an activity around an essential part of water management: the dams and pumping stations. Well, we succeeded! We get an explanation of how the main water system works, including a tour of pumping station Zedemuden, the second largest pumping station in the Netherlands. Then we will continue with an explanation of how the water board, together with market parties, is tackling the major task of replacing pumping stations & dams, in a construction team construction, and how innovations and sustainability will be given a place in it, after which we will immediately look at how national developments in this field.

Harry Grevers of TAUW will update you on some broad initiatives between market and public parties, aimed at improving the efficiency of design and tendering:

  • Uniform assessment criteria for the quality criterion of circularity/sustainability in tenders;
  • How to catch up in terms of replacement and renovation of pumping stations;
  • Standardisation and parametric design.

Despite being a stunner of a pumping station, it is important not to wait too long to register, as we can practically receive and show around a limited number of people. Depending on how this session turns out, we are also considering a visit to the Wouda pumping station, but we are keeping that one in the pipeline for now.

Programmatic cooperation Pumping stations and Dams with 4 construction teams

The Drents and Overijsselse Delta Water Board (WDOD) had calculated that it needed to replace an average of 25 pumping stations and dams every year. Based on a project-based approach, it achieved only a fraction of that number. A programme-based approach was sought, with an annual budget to renovate 25 pumping stations and dams. A framework agreement was tendered for a period of two years, with an option to extend for another two years. Awards were made to the four parties with the best scores. The individual projects have since been distributed - without further competition - among these four parties.

The water board has gained experience with this way of working over the past four years. The lessons learned have been incorporated into a new construction team context for the next 4 years, together with 3 contractors. From design to execution, the project team and the contractors work closely together and the knowledge of all parties is used to the full. The chosen working method leads to higher production with more quality and predictability. But also more uniformity and standardisation. Moreover, sustainable innovations are encouraged and costs are saved.
