Description
Communication with and provision of information to "stakeholders" are essential components of good risk management. Effective implementation cannot be dissociated from the type - in a given situation relevant - of risks and the related regulations.
Hence, the Communication & Information working group pays attention to "case studies". The company visit to Chempropack B.V. in Dordrecht on 11 December fits into this framework.
Chempropack is a packaging company for chemical and pharmaceutical products.
Raw materials and end products are purchased in bulk or large packaging units. From these, finished products are formulated and packaged (small packaging units). All substances are classified according to ADR classes. Raw materials and finished products are stored in specially equipped storage rooms (vaults).
For this type of activity, one of the main focus areas of risk management is to ensure fire protection (both preventive and repressive), in accordance with the requirements set out in the Hazardous Substances Publication Series (PGS 15 for storage of hazardous substances).
The considerations that led to and detailed descriptions of fire protection measures (PSG Protection Level 1) at Chempropack are laid down in the UPD (Starting Point Document) cf PSG-15.
A problem is that such a UPD with its focus on fire safety is only one element in a series of documents to make clear with the right information (to the government and other stakeholders) that all risks have been relevantly identified, and that the right (proportionate to the risks) preventive and repressive measures have been taken/ respectively prepared to control these risks.
A specific dilemma is that in existing activities, adjustments in line with advancing insights are regularly requested. On the one hand, it is the responsibility of the company to do this with practical (i.e. effective, economically justifiable measures within an existing plant) (target responsibility) while, on the other hand, very specific technical regulations often need to be implemented (means regulations).
Part of the working visit will have a workshop-like character to further analyse these dilemmas and jointly identify relevant "best-practices" to provide effective risk-management information to stakeholders in such a situation
