Towards a Safety Management System
Description
The Dutch Association of Safety Experts (NVVK) and the Royal Institute of Engineers (KIVI NIRIA), are jointly organising a theme afternoon "Towards a living safety management system".
This theme afternoon will be facilitated and sponsored by Lloyd's Register Rail Europe.
13.00-13.30 Reception with coffee
13.30-14.00 Regulation: European and national developments
By: Ing. Kees Ellerbroek
Recently, safety regulations have been tightened. These include the Common Safety Methods (CSM) issued by the European Railway Agency and, in the Netherlands, the new Local Tracks Act. What do we need to pay attention to now?
14.00-14.30 Testing and Certification,
By: Ir. Jos van Gisbergen
What is involved in admitting a train, locomotive or wagon to the railway? Covered are the process, the stakeholders and their roles, interoperability and safety and the necessary certificates and approvals.
14.30-15.00 The bridge from certification to the Safety Management System.
By: Prof Dr John Stoop
Certification is an important step in safe operations. However, there is more to it: What about maintenance, operation, incorporation into the environment, workload, etc. etc. This is what the SMS was created for, but have we solved everything with it...?
15.00 Break
15.30-17.00 Workshop: SMS after ribbon cutting
By: Ir. H. Kuijpers and Ir. H. Hajonides
A safety management system gets a lot of attention while it is being set up. However, if safety is not kept alive in the organisation, the certificate remains a paper tiger. There are many ideas in this area, but there are more questions. We would like to exchange views on how to make and keep the safety management system alive.
