Installation responsibility
Every employer is responsible for the safety and health of its employees. Does the company work on, with or near electrical installations? If so, you as the owner are liable for safe operation. If you do not have sufficient knowledge and technical experience, you can delegate installation responsibility via a designation procedure.
But what does this mean for municipalities, private individuals and companies, among others, who then play the role of energy producer, then owner and then user? What about solar panels on your roof and/or wind turbines on your property? Who is responsible for what and when?
IV-ship a struggle
An appointment as installation manager and the designation policy is a topic that has been wrestled with for years. As an IV person, you hold the key to the main switch that feeds all installations under your jurisdiction. Are you confident and do you pull the switch? What are you responsible for now? What are your duties and what powers have you been given? Without authority, no responsibility! Now an accident takes place. Now what? You have to be accountable.
Quercus took us through the aspects of 'Ownership, production and use' of e.g. solar panels and wind farms, but also what the legal aspects are like in e.g. product liability. Our speaker was Mr Paul Koop, founder of Quercus. He specialises in safety, responsibility and liability in the transition of energy transport, traditionally from producer to user and now especially from user to producer.
